Customs-Trade Partnership Against Terrorism (C-TPAT)

- C-TPAT is a voluntary program. C-TPAT partners with importers, carriers, forwarders, warehousemen and other trade participants to protect their supply chains from concealment of terrorist weapons.
- C-TPAT's strategic plan includes:
- Improve security of a significant percentage of shipments coming to the United States
- Provide benefits and incentives to private sector companies who meet C-TPAT criteria
- Concentrate CBP's inspectional resources on higher risk shipments.

- To help prevent terrorist weapons from being
transported to the USA, ocean vessel carriers bringing cargo
to the U.S. are required to transmit certain data to Customs
and Border Protection (CBP) about the cargo before the goods
are exported
- It will be a combined effort between the U.S. Importer,
Foreign Vendor, Freight Forwarder and Steamship Lines. The
two parties responsible to transmit the data are ABI filers
(typically Customs Brokers) and the Carriers
